HI Naoki-san, 

As the error 400 is sent from OKTA.
A ticket with OKTA support would be beneficial to understand the details and resolve the issue.

Thank you for your response.
Unfortunately, since I am using the free Okta Developer Edition, it seems that I am unable to open a support ticket with Okta.

Since this is just for testing purposes, I will give up on resolving this issue.
